But local politician Vitaly Milonov has called for higher standards.
He said: "People that work in state office actually represent the state. They should not discredit it.
"I would say those people should not go, for example, to striptease bars. "That is absolutely not acceptable."
Communications expert and journalism professor Ivan Zasurskiy however offered a different opinion.
He said: "If a person is a state officer it does not mean that person is a slave to the job. They have a right to do what they want in their free time."
